Cams will not open "error message"

Post Cams will not open "error message" 
I am having trouble opening cams-----------sometimes a window comes up that says (error failure to load settings) what does this mean. If I shut down YUVUTU and reopen it the cams may work the next time. This is a new computer I downloaded "123 Flash Chat Sever 8.2" and am still having same problem

make sure you have the correct cam setting and empty your cache. Then try again.

I emptied the cashe-------- the problem occurs when I try to open other members cams not just mine. Also this is a built in cam

Post Working now 
I downloaded the latest version of Adobe Flash Player 10.2.153.1 ---------------free and all works fine now
