When I try to send a private message, it stays in my outbox and apparently is not really delivered....what is it?!?

Post Outbox 
As far as I have worked out it only moves from the Outbox to the Sent box once the recipient has read your message.

That is true, with most phpbb forums when you send a PM it stays in the out box until read and can be edited if need be.
Once read it goes to the sent box and cannot be edited from that point.
